Wheels will make your ride 100% better, Tints mines 5% back 25% front, and shocks and springs. That's about it for the outside just make your car look clean all the time and it will surely turn people's heads ;]

I would say get the tints 35% to not attract the "wrong" attention. If not already droped, then get some springs. Wheels, there are a lot of wheel's out there for under $150/wheel (check out edgeracing) like A4cefed said. Skip the intake, no gains from that. And just do a lot of DIY projects to clean up the look of the car.
