When I was in the Marines we did something similar using old field radio batteries - not enough juice for the comm gear but plenty for personal electronics. They were about the size of a brick, probably looked almost as stupid as the solar panel setup.

Still I'd wager that's Africa (beach is too clean for here) and their only option for power. I give 'em credit for rigging it up.
